Accreditation Council


According to Article 17 of the Law on Standardization, Technical Regulation and Accreditation of Conformity Assessment, which was revised in 2017, the accreditation system of conformity assessment comprises from Accreditation Council (hereinafter referred to as the “Council”), accreditation body, technical committee, appeal settlement commission, accredited conformity assessment body and accreditation experts.

Authority of Accreditation Council
  • To determine the long-term policy and direction of the accreditation work in accordance with the law, to discuss relevant information and reports on its implementation, and to make appropriate decisions;
  • Approve the strategy, program and plan of operation of the accreditation body;
  • Establish a Petition and Appeal Settlement Commission and change its composition;
  • Voting in determining the fees, tariff rates and services provided by the accreditation body on behalf of the state;
  • Other rights, specified in this law and charter of thee accreditation body.

Members of Accreditation Council

Part-time Council with 15 members shall be responsible for determination of strategy and policy of the accreditation system of conformity assessment, overseeing its implementation, and shall operate under the member of the government in charge of accreditation of conformity assessment.

Members of the Council shall be appointed by the member of the government in charge of accreditation of conformity assessment.

The following organizations shall nominate candidates to the Council:

  • the state central administrative organizations in charge of food and agriculture, mining and health each one;
  • the state administrative organizations in charge of standardization and technical regulation, accreditation body and environment each one;
  • accredited conformity assessment bodies for testing, certification and technical inspection each one;
  • consumer right protection organizations one, one of each from non-governmental organizations specialized in food and construction;
  • the higher educational and scientific organizations in the fields of natural and technical sciences one and, one from the Academy of science.

A member of Council shall be a citizen of Mongolia with at least three-year experience in the field of conformity assessment and the term shall be three years.

Regulations on the work of the Council shall be adopted by the member of the government in charge of accreditation of conformity assessment.
